Who we are

DCAF works with governments, parliaments, security providers, and civil society organisations across Europe and Asia, to promote effective and accountable security provision, and to strengthen democratic security sector governance.

In cooperation with national, regional, and international partners, DCAF supports nationally led security sector reform processes and facilitates regional experience-sharing initiatives. Our work focuses on areas such as parliamentary and judicial oversight of the security sector, border management and cross-border cooperation, strategic management and gender mainstreaming in security institutions, defence and intelligence reform, media and civil society oversight, and cybersecurity governance.

Regional and project offices in Ljubljana, Skopje, Belgrade, Chisinau, Kyiv, as well as a network of experts across the region, ensure the delivery of DCAF’s bilateral and multilateral projects.
