A Women’s Guide to Security Sector Reform seeks to encourage and empower women to take part in shaping and transforming the security sector in their communities and countries. Even if they have not formally studied security, women often have essential knowledge of community security needs, and have an important contribution to make to security sector reform (SSR).

The Women’s Guide provides both information on the security sector and tools for action. It draws on the rich and varied experiences of women in civil society from across the world and shares examples of practical, and sometimes innovative, ways to influence reform from the grassroots.

The Women’s Guide to Security Sector Reform includes three sections:

• Section 1: Understanding Security
  Introduces key concepts in security, explaining SSR, and discusses why women’s contributions in civil society are vital to transforming the security sector.

• Section 2: Get Involved
  Outlines concrete ways in which women’s organisations can engage and influence reform: how to research security issues, form coalitions, plan strategically, develop recommendations, advocate and engage directly.

• Section 3: Tools for Action
  Presents an array of practical activities and tools for women’s organisations to take action, including activities to identify local security needs, sample letters to security officials, talking points for meetings with policymakers and media and definitions of security jargon.

1. 2015, DCAF and The Institute for Inclusive Security will develop a training curriculum based on the Women’s Guide to Security Sector Reform.

Le Guide pour les femmes sur la réforme du secteur de la sécurité cherche à encourager et renforcer la capacité des femmes à participer à l'élaboration et à la transformation du secteur de la sécurité dans leurs communautés et pays. Même si elles n’ont pas formellement étudié la sécurité, les femmes ont souvent une connaissance essentielle des besoins de sécurité de la communauté, et ont un rôle important à jouer dans la mise en œuvre des processus de la réforme du secteur de la sécurité.

Le Guide pour les femmes fournit des informations essentielles sur le secteur de la sécurité et des outils pour agir. Il s’appuie sur l’expérience riche et variée de femmes de la société civile partout dans le monde et partage des exemples d’actions pratiques et parfois innovatrices.

Le Guide pour les femmes sur la réforme du secteur de la sécurité est composé de trois sections :

• La Section 1 : Comprendre la sécurité
  Introduit les concepts clés de la sécurité, explique ce qu’est la RSS et expose les raisons pour lesquelles la participation des femmes à la société civile est vitale pour la transformation du secteur de la sécurité.

• La Section 2 : Engagez-vous
  Présente six moyens concrets sur la façon dont les organisations de femmes peuvent s’impliquer et influencer les réformes, allant de la recherche, au maintien d’une participation constante dans le secteur de la sécurité, en passant par la sensibilisation.

• La Section 3 : Les outils pour agir
  Offre une liste d’activités pratiques et des outils afin que les organisations de femmes puissent agir.

يهدف " دليل المرأة إلى إصلاح القطاع الأمني" إلى التشجيع على دعم قدرات النساء على المشاركة في إرساء وإعادة هيكلة القطاع الامني في مجتمعاتهن وبلدانهن. وحتى إذا لم تدرس النساء مسالة الامن بصفة رسمية، هن غالبا على معرفة جيدة بحاجيات الامن على المستوى المحلّي ولهن دور مهم ينبغي أن يقمن به في بلورة مسار إصلاح القطاع الامني.

ويوفّر " دليل المرأة" معلومات أساسية حول القطاع الأمني وأدوات العمل ويعتمد على التجربة الثرية والمتنوعة للنساء في المجتمع المدني في مختلف أنحاء العالم ويقدّم أمثلة ملموسة ومجددة أحيانا.

ويشمل " دليل المرأة إلى إصلاح القطاع الامني" ثلاثة أقسام:

القسم الاول: فهم الامن

يقدّم المفاهيم ـ المفاتيح للأمن ومسألة إصلاح القطاع الامني وكذلك أهمية مشاركة النساء في بلورة هذا القطاع.

القسم الثاني: المشاركة

يعرض ست وسائل ملموسة حول كيفية مشاركة المنظمات النسائية والتأثير في الاصلاح بدءا بالبحث ووصولا الى الاستمرارية في المشاركة في قطاع الامن، مرورا بالتخطيط والتّحسيس.

القسم الثالث: أدوات العمل

يطرح مجموعة من الانشطة الملموسة والادوات لتمكين المنظمات النسائية من العمل.

Vodić za žene kroz reformu sektora sigurnosti želi da potakne žene da da se angažuju u transformiranju sektora sigurnosti u njihovim zajednicama i zemljama. Čak i ako nisu formalno izučavale oblast sigurnosti, žene često imaju dobro znanje o sigurnosnim potrebama zajednice, te mogu značajno doprineti reformi sektora sigurnosti.

Vodić za žene kroz reformu sektora sigurnosti pruža i osnovne informacije o sektoru sigurnosti i alate za poduzimanje akcije. Vodič koristi bogato i raznovrsno iskustvo žena iz civilnog sektora širom svijeta, te nudi primjere praktičnih, a ponekad inovativnih akcija.

Vodić se satoji od tri poglavlja:

Poglavlje 1: Shvatite sigurnost

Sadrži uvod u ključne sigurnosne koncepte, objašnjava reforme sektora sigurnosti i razmatra zašto je doprinos žena iz civilnog društva presudan za transformiranje sektora sigurnosti.

Poglavlje 2: Uključite se

Nudi šest konkretnih načina na koje se možete angažovati i utjecati na reformu, od istraživanja, preko planiranja i zagovaranja, do održavanja postojećeg učešća u sektoru sigurnosti.

Poglalvje 3: Alati za pokretanje akcije

Nudi niz praktičnih aktivnosti i alata koji su vam potrebni za pokretanje akcije kao što su na primjer pojmovnik sektora sigurnosti, primjer pisma u kojem se traži sastanak sa visokim zvaničnikom sigurnosti, predložak akcionog plana i savjeti za rad sa medijima.
