Warsaw Human Dimension Conference
In connection with first session of the Warsaw Conference on Humanitarian Issues, DCAF proposes a side event from 17h30 to 18h30:
ADDRESSING HUMANITARIAN IMPACTS OF PRIVATE MILITARY AND SECURITY COMPANIES (PMSCS) IN ARMED CONFLICT
PMSCs are playing an increasingly prominent role in armed conflict. Their activities now extend from physical security and guarding to maritime and cyber domains, and in some cases include support to armed forces in combat roles. Their growing presence can have significant implications for civilians. Where State oversight is limited, PMSCs may increase the risk of human rights abuses and violations of international humanitarian law.
Held under the Montreux Document Forum, this event is co-Chaired by the International Committee of the Red Cross (ICRC) and Switzerland, with DCAF acting as its Secretariat. The event will explore States’ legal obligations and good practices for regulating PMSCs. It will also introduce the Montreux Document initiative and foster greater awareness and exchange among OSCE participating States on the human dimension of PMSCs in armed conflict.
