Philippe Boutinaud

Senior Security and Strategy Advisor

Major General (Rtd) Philippe Boutinaud is a retired French Army officer known for commanding the prestigious Paris Fire Brigade in charge of civil protection and security in Paris and its region. He was the commander of rescue operations during the terrorist attacks in Paris on 13 November 2015 (in particular at the Bataclan Theatre). He has also an extensive international experience. His last assignment was as Head of International Security Affairs, Directorate General of International Relations and Strategy of the French Ministry of the Armed Forces.

He previously served as a Special Assistant to the Chairman of the NATO Military Committee and then as a Director of Cabinet to the Chairman of the European Union Military Committee in Brussels. General Boutinaud has also a wide field experience in operations in the Balkans, Africa and Afghanistan.

As of November 2020, he has been Senior Security and Strategy Advisor to DCAF's Director.
