Indicator on criminal justice response to violence against women in Morocco

This first regional report presents the findings of a pioneering indicator developed to evaluate the criminal justice system's response to cases of gender-based violence (GBV) against women in the Marrakech-Safi and Souss-Massa regions.

Coordinated by Association Adala for the Right to a Fair Trial and DCAF, this initiative brings together over 23 civil society organizations across 2 regions in the country.

The report is based on qualitative and quantitative data collected in 2023 and 2024 through interviews with GBV survivors, and sheds light on their experiences when engaging with the justice system.

It evaluates key aspects of service delivery, including respect, access to protection, psychological support, clarity of procedures, and legal aid. Key findings show progress in areas such as respectful treatment and use of accessible language, but highlight serious gaps in the availability of long-term psychological and health services, shelters, and emergency legal aid.

The report concludes with concrete recommendations at the legislative, institutional, and operational levels to strengthen access to justice and uphold the rights of GBV survivors. It is part of a broader effort to institutionalize survivor-centered justice practices in Morocco and to enhance the accountability of the security and justice sectors.
