Workshop for the production of the EAPD for the IGSS

The third workshop for the production of the Pre-Disciplinary Administrative Investigation (EAPD) manual for the Inspectorate General of Security Services (IGSS), scheduled to take place from 16 to 19 March, has been severely impacted by the COVID-19 crisis and the sudden passing of the Inspector-General, Mr. Souley Boubé, who was heavily invested in this project.

The two workshop events, at which 23 inspectors and investigators were in attendance, nevertheless enabled part of the initially scheduled work to be carried out i.e. definition of the important distinction that should be made between an administrative investigation and a criminal investigation, the consideration of the capacities in which criminal liability is incurred for criminal conduct, and the creation of practical cases that may be included in the final version of the manual.

Two further participatory workshops will be required to put the finishing touches to the manual. They will relate to EAPD stakeholders (their role in every stage of the investigation) and the production of a file concerning an administrative investigation.
