Commission on Human Rights signs cooperation agreement with the armed forces and national police in the Philippines

In the Philippines, the Commission on Human Rights (CHR) has signed a cooperation agreement on human rights with the Armed Forces of the Philippines (AFP) and the Philippines National Police, allowing for the comprehensive investigation of human rights abuses and violations of international humanitarian law by members of these forces.

The agreement, a memorandum of understanding known as the La Breza Declaration on Human Rights Cooperation, was signed on 12 March 2021 and binds both parties to mutual commitments on: 1) strengthening education and training, 2) sharing critical information and referring cases, and 3) improving the monitoring of incidents.
