In the Philippines, the Constitution permits the House of Representatives to put forth resolutions providing relevant parliamentary committees with the power to conduct ad hoc investigations and inquiries into the security sector; a mechanism that was used during the COVID-19 pandemic, including to request investigations into human rights violations by law enforcement officials.
Such investigations, implemented through House Resolutions, form part of the legislative process that supports parliamentary oversight functions.
