[Mali] Pilot missions of the ISSPC relating to the use of internal oversight tools

DCAF and the Inspectorate-General of Security Services and Civil Protection (ISSPC) jointly contributed to three internal oversight missions in June and August. These missions were carried out not only as part of the general assistance that DCAF provides to the ISSPC, but also in response to the particular challenges imposed by the Covid-19 health crisis. The aim was to accompany ISSPC inspectors as they performed their internal domestic security force oversight tasks which particularly focussed on the implementation of Covid-19 measures, and on the use of inspection knowledge resources provided by DCAF in 2019 (such as the pre-disciplinary administrative investigation manual - EAPD).

In the wake of these missions, DCAF arranged a debrief session where ISSPC members were given the chance to highlight areas in which the use of internal oversight (not least the use of the EAPD manual) and risk management resources may be improved. To this end, and in a bid to improve the general understanding of resources, a series of in-depth discussions is scheduled to take place in September 2020 during the training programme designed for EAPD manual trainers.
