Insights and lessons learned from a Slovenian judge’s experience in authorizing secret surveillance

This paper presents the experiences and lessons learned by the author during his tenure as the president of the District Court of Ljubljana, the largest court in Slovenia.

More specifically, the paper provides insights into the judicial control of the intelligence and security sectors in Slovenia, through the experience of the author, at the time the sole judge in the country vested with the power to authorise and supervise the use of secret surveillance and intrusive methods of information collection by intelligence and security agencies.

The first paper of this series provides insights into intelligence reform efforts in Croatia, including lessons learned by the author during his tenure as director of Croatia’s Security and Intelligence Agency and recommendations for reform efforts in countries in transition.
