Strengthening Gender Equality in Palestinian Security Sector Reform

Strengthening gender equality within the security sector is an integral component of good security sector governance and critical to efforts  to enhance operational effectiveness, increase local ownership, and improve oversight and accountability. While the State of Palestine has taken several important steps to strengthen gender equality within the security sector, a number challenges remain. 

This working paper focuses on the institutional set-up of gender units at security institutions and identifies several deficits. The working paper proposes recommendations to rectify the deficits. It particularly stresses the need to further strengthen the Gender Consultative Committee. The paper hopes to raise awareness for these issues among Palestinian decision-makers, citizens and international actors.
