Parliaments
SDG 16 calls for the development of peaceful and inclusive societies for sustainable development; access to justice for all and the creation of effective, accountable and inclusive institutions at all levels. Parliaments play a key role in these efforts, particularly with regard to SDG target 16.6 on the development of effective, accountable, and transparent institutions.
As one of the most important security sector oversight actors, parliaments must ensure that their national security sector is both effective and accountable, and operates within a framework of democratic civilian oversight, rule of law, and respect of human rights. Parliaments also play a crucial role in legislating and overseeing the security sector, in particular by making sure that decision-making is responsive, inclusive and representative. As such, parliaments also play an important role in furthering progress towards SDG target 16.7 on ensuring responsive, inclusive and representative decision-making. DCAF’s SDG 16 project seeks to position Security Sector Governance and Reform (SSG/R) as a key policy tool for the realization of SDG 16 on peaceful, just and inclusive societies. The project focuses on three oversight actors — parliaments, civil society, and ombuds institutions — and develops SDG 16-specific guidance that supports SSG/R in the context of the 2030 Agenda.
