[Mali] Missions of the Security and Civil Protection Services Inspectorate

       
 

In light of the health crisis caused by the Covid-19 pandemic, the government of Mali imposed a curfew throughout the national territory under an emergency decree. In order to enforce the curfew, Domestic Security Forces (FSI) have been tasked with:

  • closing land borders

  • questioning and detaining anyone who is unable to provide a valid reason for violating the curfew (between 9 p.m and 5 a.m)

  • breaking up any mass gatherings, and

  • impounding any unauthorised vehicles

This is the context in which, following allegations of violence between FSI and civilians, the ISSPC called on DCAF to assist its inspections throughout the regions of Kayes, Koulikoro and Sikasso. The aim was to accompany ISSPC inspectors as they performed their internal FSI oversight tasks which particularly focussed on the implementation of Covid-19 measures and on the use of inspection resources supplied by DCAF in 2019, in particular the Pre-Disciplinary Administrative Investigation (EAPD) manual.
