In 2016, the "EU-wide Strategic Framework on SSR" was adopted to enhance the EU institutions and Member States’ impact and sustainability of their efforts in supporting SSR processes. To ensure the implementation of this framework, the European Union Security Sector Governance Facility project was set up in 2018.

The project provides a unique service to all EU actors and instruments: political/diplomatic; external action instruments; crisis response; and CSDP civilian and military actors at all levels.  It was funded by the Instrument contributing to Stability and Peace to provide responsive, flexible and effective expertise for emerging needs in countries undergoing security sector reform and transformation. 

We are part of the consortium responsible for implementing the EU SSG Facility with the Folke Bernadotte Academy and Expertise France. The consortium has also associated the African Security Sector Network and the Netherlands Institute of International Relations, Clingendael, to draw on their distinct expertise. 

After three years of successful implementation, the EU decided to continue its collaboration with the consortium and extend the Facility for three more years, until January 2024.

The Facility is jointly steered by the European Commission Foreign Policy Instrument and the European External Action Service Integrated Approach for Security and Peace department. It includes recognized experts with experience in the security, defense, justice, and governance sectors, who are supported by a solid, experienced backstopping team drawn from the consortium. 

The team includes: Thomas Vennen, Head of EU SSG Facility; and Thijs Korsten, Junior Project Officer.

Meeting with Divisional Commissioner Aristide DAGOU, Director General of the National Civil Protection Agency of Benin, and his team as well as Principal Advisor Guillaume Lacaille. The Experts of the Facility supported the EU Delegation in Cotonou to launch a dialogue with key players in Benin's security sector to explore avenues for future EU support for adapting the country's security apparatus to new threats and preventing violent extremism.
