DCAF understands the concept of 'security' as
including the ability or inability of state institutions to ensure
the protection of all citizens. All over the world, states fall
short in their duty to protect women and children from violence.
Violence against women is one of the most widespread human rights
abuses in the world, and a pervasive form of insecurity.
The security sector and oversight bodies have
key roles and responsibilities in responding to violence against
women. Women themselves are important actors in the security sector,
and women's full participation is recognised in Security Council
Resolution 1325 as necessary for peace and security.
In this context, DCAF has a special programme
on women and security, entitled “Women in an Insecure World”.
DCAF’s Women in an Insecure World programme aims to contribute
to eliminating violence against women, build expertise in the area
of women and security sector reform, and promote the participation
of women in security processes and institutions.
