This report from the Roundtable on “Multilateral and Regional Approaches to Security Sector Reform” is divided into two sections. The first section provides an overview of the presentations
given by the various speakers and the second section offers a summary
of the key lessons for the development of a UN SSR concept.
This Roundtable on “The Role of the United Nation’s in supporting Security Sector Reform” in post-conflict settings was co-chaired by Slovakia and the Netherlands.
The Roundtable - the first in a series - provided
an occasion to compare and contrast the approach taken by the international
community and especially the role of the various UN institutions
in three very different post-conflict environments: Haiti, Sierra
Leone and Timor-Leste.
This document contains the proceedings from the expert workshop on “Developing a Security Sector reform (SSR) Concept for the United Nations.”
The expert workshop was organized by the Slovak Ministries of Foreign Affairs and Defence, with the support of the Geneva Centre for the Democratic Control of Armed Forces (DCAF). The workshop was attended by over one hundred delegates representing several national governments, UN institutions and regional organisations as well as non-governmental organisations involved in SSR.
The key objective of the expert workshop was to launch a broad discussion on the role of SSR within the UN system while drawing on the experience of other intergovernmental organisations and thus explore options for developing a UN policy framework for SSR.
