This study seeks to offer an analysis of security aspects of two approaches to the definition of “Decentralisation” currently existing in Ukraine. One is stipulated by the Minsk agreement, particularly Article 11 of A List of Measures to Fulfill the Minsk Agreement, 12.02.2015, and refers to the ‘particular districts of Donetsk and Lugansk oblasts’.
