Abstract

Private Security Companies (PSCs) are a rapidly expanding industry. This paper examines the various aspects of private security taking into account the broad scope of their activities, and the necessity of examining the posivite contributions as well as questions of minimal standards and need for adequate oversight and public control over these services. This study, mandated and recieving support from the Council of Europe (CoE) focuses on the rapidly expanding field of private security in CoE member States.
