Partnership Action Plan on Defence Institution
Building (PAP-DIB)
DCAF has been involved in developing programming and products to promote and implement the Partnership Action Plan on Defence Institution Building (PAP-DIB) via PfP platforms since 2005.
PAP-DIB aims to reinforce efforts by EAPC Partners to initiate and sustain the reform and restructuring of defence institutions, enabling countries to meet their democratic reform needs as well as commitments undertaken in the context of the PfP Framework Document, EAPC Basic Document, and relevant OSCE documents (inc. the Code of Conduct on Politico-Military Aspects of Security).
Notable recent activities include the creation of a PAP-DIB ADL Course, assessments of the defence institution building needs of NATO partner states, and cooperation with NATO and Transparency International on an Integrity Building Handbook.
