Handbook on Parliamentary Oversight of the Security Sector
The Handbook, produced in close cooperation with
the Inter-Parliamentary Union (IPU), represents a major product
of DCAF's Parliamentary
Control of Armed Forces Working Group (PCAF). The Handbook provides
parliamentarians with a guide to the norms, principles, mechanisms,
and best practices of parliamentary oversight of the security sector
. The Handbook was first published in 2003 , and so far has since
been translated into more than 30 languages. Each language version
is published in hardcopy, and is also available online
(See Documents). To facilitate understanding and dissemination of
the ideas in the Handbook, DCAF organises workshops focusing on
specific issues facing parliamentarians as they work to improve
their oversight mechanisms and to reform their countries’
security sectors.
