Senior Advisor (Defence)
Michel Stollsteiner took on his current position on the 1st of June 2014. Directly subordinated to the Director of DCAF, he is responsible for the liaison between DCAF and France in the SSR domain, in the area of cybersecurity and private military and security companies (PMSC) and for the liaison with the Organisation internationale de la francophonie (OIF). He supports the work of the various DCAF divisions in these areas. As an expert, he contributes to any defense issue of interest to the Centre. LTG (Ret) Michel Stollsteiner served in the French Paratroopers for 12 years, in France and overseas territories as a Marine infantry officer. He carried out assignments in Zaire (82/84), La Réunion, in Hamburg and Bonn (GE), in Castres, Lille and Paris. He held command responsibilities in operations with the UN (UNPROFOR Bosnia 1994), NATO (IFOR Bosnia 1996, KFOR Kosovo 2000, ISAF Afghanistan 2008) and in national operations (Central Africa, Ivory Coast). He was the Commander of Regional Command Capital in Kabul from August 2008 to July 2009. From 2009 to 2013, he acted as Head of Capabilities, Plans and Policy Directorate of SHAPE (Supreme Headquarters Allied Powers in Europe) in Mons (BE). In this position, besides operational strategic planning he dealt with the NATO contribution to a comprehensive approach and policy development for Reconstruction and Stabilization, Cybersecurity and weapons of mass destruction. During the last appointment of his 39-year military career, he served until March 2014 as Government Defense Advisor for International Affairs (NATO, EU) in the cabinet of the French Minister of Defense. LTG (Ret) Michel Stollsteiner attended the Saint Cyr Academy Course and is a graduate of the German Joint Staff course and French Ecole de Guerre. He is officer of the Legion of Honour, Commander of the National Order of Merit and a Distinguished Fellow of the New Westminster College.
