Programme Manager, Gender and Security Division

Heather is a Programme Manager for the DCAF Gender and Security Program in Eastern Europe. She is responsible for the oversight and management of Gender and Security Programme projects in Eastern Europe. Additionally, she conducts research, delivers training, develops resources and provides technical assistance on gender and security and justice reform in collaboration with other Gender and Security Programme staff.

Prior to joining DCAF Heather worked for the U.S. Department of State, Police Development Program in Iraq (and Kurdistan) as a Gender and Human Rights Advisor. She also worked with the UN Police Division on a long-term consultancy to develop a comprehensive training program for UN Police on sexual and gender-based violence. Her US domestic experience includes serving as a program director for the Oregon Attorney General's Sexual Assault Task Force to improve the criminal justice system response to sexual violence through legislative improvement, capacity building and the development of a statewide multi-disciplinary response.

Heather's academic background includes a Master in International Development with a specialization in Women, Gender and Development from Erasmus University, International Institute of Social Studies in The Hague, The Netherlands.  She has a Bachelor of Art in Political Science and Women's Studies from the University of Oregon in Eugene, Oregon, USA.  Heather joined DCAF in September 2012.
