The comprehensive Community Safety Plan for the Governorate of Jenin presented in this publication is the result of an extensive consultation process and a series of meetings, workshops and conferences held by Jenin Governorâs Office in cooperation with DCAF and the Human Rights and Democracy Media Center (SHAMS) in 2011 and 2012.
Since 2009, the Governorate of Jenin has established more than 23 ad-hoc committees in charge of developing plans that are informed by community dialogue and citizensâ recommendations. These committees complement the work of the Governoratesâ Higher Security Committee. They include committees on education, economy, the Old City, women, youth, etc. These committeesâ initiatives have included the development of an integrated Community Safety Plan for Jenin.
The Community Safety Plan is an important contribution to communicating the communityâs concerns and security needs to the authorities and feeding them into the policy formulation process. It plays an important role in advancing stability and security in the daily lives of the citizens of the Jenin Governorate, and is part of a wider initiative by the Palestinian National Authority and its President to enhance the delivery of security to the Palestinian people.
