Serbia: Introduction of a Modern Human Resources Management Concept to the Ministry of Interior of the Republic of Serbia

Aim

In January 2012 DCAF undertook a second major project with the Ministry of Interior (MoI) of Serbia entitled ‘Introduction of a Modern Human Resources Management Concept to the Ministry of Interior of the Republic of Serbia’. The main objective of the project, which will run until mid-2014, is to raise awareness and strengthen professional capacity to introduce a modern system of human resources management (HRM) in the Ministry of Interior and the Police Directorate.  This is in line with the Ministry’s Development Strategy 2011 - 2016, which identifies HRM as a clear priority.

The project seeks:

  • to increase awareness and knowledge across the Ministry and the police structure about modern HRM systems;
  • to develop strategic HRM - related documents and a set of HRM practical handbooks;
  • to build capacity of the Ministry’s HRM personnel in order to create future change agents; and
  • to set the stage for the application of an internationally recognized HRM standard to ensure the introduction of a sustainable quality management mechanism in this area.

Activities

In workshops, seminars and study visits staff from the Ministry directly engaged in HRM functions will improve their expertise on human resources management.  The project offers support for the preparation of draft strategic documents. Also, the DCAF implementation team is together with the MoI designing an HRM communication strategy.

This project is funded by the Swedish International Development Cooperation Agency.
