Serbia: Introduction of a Modern Human Resources Management Concept to the Ministry of Interior of the Republic of Serbia
In January 2012 DCAF undertook a second major reform project with the Ministry of Interior of Serbia entitled ‘Introduction of a Modern Human Resources Management Concept to the Ministry of Interior of the Republic of Serbia’. The project is financially supported by the Swedish International Development Cooperation Agency.
The main objective of the project, that will run until mid-2014 and is budgeted at approximately one and a half million Euros, is to raise awareness and strengthen professional capacity to introduce a modern system of human resources management in the Ministry of Interior and the Police Directorate. It is in line with the Ministry’s Development Strategy 2011 - 2016, where human resources management is identified as a clear priority.
The project envisages to increase awareness and knowledge across the Ministry and the police structure about modern HRM systems; to develop strategic HRM - related documents, and a set of HRM practical handbooks; to build capacity of the Ministry’s HRM personnel in order to create future change agents; and to set the stage for the application of an internationally recognized HRM standard to ensure the introduction of a sustainable quality management mechanism in this area.
Within the Project, a Baseline Study will be conducted, which will analyse the various HRM functions in the Ministry and the Police Directorate in order to chart the general course of the reform process as well as the needs for further capacity development initiatives.
The project was officially launched in March 2012 with an awareness building conference on modern concepts of human resources management, attended by middle and high level officials of the Ministry, soon followed by the first of a series of four workshops focused on specifics of modern HRM for staff directly engaged in HRM functions throughout the Ministry. The implementation team is also in the process of designing an HRM communication strategy.
