Mapping National and International Regulations on Private Security

In 2008 DCAF developed with support from the Swiss Ministry of Foreign Affairs (FDFA) the website www.privatesecurityregulation.net that was devoted to regulatory approaches for Private Military and Security Companies (PMSCs) and their activities. The website was meant to complement and support the work carried out under the Swiss initiative to promote respect of International Humanitarian Law and Human Rights Law by private military and security companies, namely the Montreux Document and the International Code of Conduct for Private Security Service Providers.

In 2012 DCAF partnered with the Sié Chéou-Kang Center for International Security and Diplomacy at the University of Denver's Josef Korbel School of International Studies to launch the Private Security Monitor web portal. The Private Security Monitor website now includes all the documents that where hosted on privatesecurityregulation.net.

The Private Security Monitor is an independent research project dedicated to promoting knowledge of and transparency in global private military and security services. The Private Security Monitor's web portal provides an annotated guide to regulation, data and analysis of private military and security services. It is a one-stop source for public information on the worldwide use of these services and thus a resource for governments, policy-makers, activists, journalists, industry, and researchers. It provides:

  • Database of international and national regulation, laws, and regulatory efforts;
  • Data, statistics, reports, and analysis of private military and security services by academic institutions, think tanks, governments, industry, NGOs, and more;
  • Monthly commentary providing brief analysis on current issues; and
  • Advanced search options that allow users to sort through information about the private military and security industry by issue area, document type, geographical area, year or keyword.
