Financial Oversight in the Security Sector

Good financial oversight in the security sector is crucial for ensuring that public funds allocated by the state for the security of the people are spent in a transparent and accountable manner. Furthermore, ‘the power of the purse’ is the strongest tool civilian authorities have to manage and reform the security sector, and enhances its good governance. DCAF works to develop the capacity of Palestinian security sector representatives and civil servants to conduct financial oversight in the security agencies in an effective and transparent fashion.

Key activities

  • DCAF established a taskforce comprising directors from key departments and institutions involved in financial oversight of the Palestinian security sector. This taskforce met to assess the needs of their staff in terms of their oversight skills.
  • DCAF conducted a training needs assessment of Palestinian financial oversight institutions in the security sector.
  • Based on the findings of this needs assessment, DCAF conducted two training courses for more than 80 staff from Palestinian financial oversight institutions, in order to further strengthen their knowledge of international norms and practices.
  • DCAF conducted a seven-day study trip to Sweden for 11 representatives from Palestinian financial oversight institutions, in order to increase their knowledge of best practice of financial oversight, and gain an insight into practices in Swedish institutions.
  • DCAF produced reference materials in Arabic and in English on financial oversight in the security sector. These materials include general principles, legal and regulatory standards, policy recommendations and training instruments related to financial oversight in the security sector.

  • DCAF will provide capacity building to relevant partners on strategic planning, performance measurement, and external and internal audit
  • DCAF will assist security agencies in the development of codes of conduct for financial oversight
  • DCAF will support the conduction of public perception surveys on the views of accountability of security institutions
