DCAF Police Programme

The Police Cooperation Convention for Southeast Europe was signed in Vienna in May 2006. It commits the state parties to developing a range of practical measures to bring them into closer alignment with the EU standards and practice of police cooperation. The convention has been ratified by Albania, Bosnia and Herzegovina, Bulgaria, Macedonia, Moldova, Montenegro, Romania and Serbia.

DCAF supports the implementation of The Police Cooperation Convention for Southeast Europe through

  • hosting a permanent PCC secretariat at DCAF's regional office in Ljubljana 
  • organising meetings of the Committee of Ministers of Interior and Security of the states parties to the PCC
  • supporting the institutional development of the Southeast Europe Police Chiefs' Association (SEPCA). SEPCA brings together chiefs of police from Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Macedonia, Montenegro, Romania and Serbia.
