DCAF-NATO Partnership Action Plan on Defence Institution Building (PAP-DIB)
Since 2005, DCAF has been involved in promoting and implementing the Partnership Action Plan on Defence Institution Building (PAP-DIB).
Recent activities include the creation of a PAP-DIB Advanced Distributed Learning (ADL) Course, assessments of the defence institution building needs of North Atlantic Treaty Organisation (NATO) partner states, and the production of an Integrity Building Handbook in cooperation with NATO and Transparency International.
DCAF aims to contribute to efforts by European-Atlantic Partnership Council (EAPC) members to conduct the reform and restructuring of defence institutions. This enables states to meet their democratic reform needs and commitments undertaken in the context of the Partnership for Peace (PfP) Framework Document, EAPC Basic Document, and relevant OSCE documents (inc. the Code of Conduct on Politico-Military Aspects of Security).
