The Swiss Thematic Fund Security is part of the Swiss Agency for Development and Cooperation (SDC) engagement in addressing Schengen related aspects and contributes to enhancing socially related security as well as to fighting against corruption and organized crime. It shall support mainly joint projects between Swiss and Romanian, and Swiss and Bulgarian institutions and actors.

Responsibility for programme administration and project oversight is undertaken by the Swiss Intermediary Body (SIB): a consortium consisting of Team Consult, DCAF and Coginta in Geneva. DCAF provides  oversight for projects in the migration, asylum and counter-Trafficking in Human Beings (THB) sector.

The fund consists of two rounds – The Executing Agencies for the projects under the first round 2012-2014, are the Romanian Ministry of Interior, Ministry of Justice, the Prosecutor’s office and the Bulgarian Ministry of Interior.

A second round of projects is being implemented between 2014-2018, with executing agencies including the Romanian and Bulgarian governments, NGOs and international organisations. The priorities for the programme in both Romania and Bulgaria is the focus on prevention and combating THB and the fight against corruption. There will be a number of new projects instigated in DCAF’s area in the migration sector, building on the work done so far.
