Programme Manager / Policy and Research Division

Headquartered in Geneva, DCAF is one of the world’s leading institutions in the areas of security sector governance and security sector reform. DCAF has a global portfolio and employs over 170 highly qualified international staff. Responding to numerous mandates from states and international organizations, the Policy and Research Division principally conducts applied research, provides policy advice and develops guidance tools. 

DCAF’s Policy and Research Division is looking for an experienced, motivated and flexible individual to serve as Programme Manager (100%). The Programme Manager will be part of a professional team in Geneva and report to the Head and Deputy Head of the Division. She/He will support the Division in implementing projects within the Division’s portfolio as well as strengthening its applied policy research function.

Main responsibilities: 

  • Conduct applied policy research that promotes good governance of the security sector;
  • Develop, implement and manage assigned projects and provide support to broader policy and research projects within the Division’s portfolio;
  • Identify opportunities for new projects, build partnerships and conduct donor outreach;
  • Contribute to divisional/corporate results-based management and lessons learning.

Requirements: 

  • Demonstrated ability to draft, review and edit texts suitable for publication and for different target audiences;
  • Outstanding writing, analytical and methodological skills;
  • At least 8-10 years of policy and research experience in the field of institutional reform, governance, and/or security sector governance and reform;
  • Advanced university degree (Masters or PhD) in international relations, political science, law, peace, or security studies;
  • Substantial grounding in concepts and approaches related to oversight, accountability, and effectiveness of the security sector;
  • Solid conceptual understanding of results-based management (RBM), including experience managing and monitoring projects using an RBM framework;
  • Experience or familiarity with multilateral organisations (e.g. UN, AU, EU, OSCE)  and/or research institutes;
  • Strong diplomatic and interpersonal skills and team-oriented approach;
  • English mother tongue or equivalent, and other languages highly desirable;
  • Excellent administrative and organisational skills. 

Terms of employment: 

  • Open-ended contract, full-time position;
  • Based in Maison de la Paix, Geneva;
  • Ideal starting date : as soon as possible, no later than 1 November 2017;
